Database Schema Does Not Modified When Upgrading PPM 18.8.13 to PPM20.12 Release

Symptoms
When running the Primavera PPM 20.12.0 DBsetup.bat file, the wizard completes almost instantly, and does not update the schema version in the PREFER table.
This causes the following error when attempting to login to P6 Professional using the 20.12.0 client:
ERROR
ERROR:DATABASE VERSION MISMATCH. Expects database version:
PPMDB,2012.0000.0000, but found database version PPMDB.1808.0023.0000
STEPS
The issue can be reproduced at will with the following steps:
1. Launch DBSetup for PPM 20.12.
2. Select upgrade.
3. Point to the database and click next.
4. Observe the utility jumps directly to "The Installation has been completed. Click Finish to exit the application ..."
BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users cannot login to P6 Professional after the upgrade.
