Cloud Native PDC: Changeset Remains as Pending When Submitted Despite No Validation Error

Symptoms
On a fresh installed Cloud Native environment running Billing and Revenue Management(BRM) Server 12.0.0.3.3 and Pricing Design Center(PDC) 12.0.0.3.3 ( Elastic Charging Engine is not used, but with Pipeline Manager), syncPDC job was executed successfully after executing "helm install oc-cn-helm-chart".
When opening PDC graphical user interface(GUI) and going to "Setup" section, then creating a new "Service-Event Map", no error is returned when validating the changeset.
But when submitting this changeset, it remains as pending.
To be noted that all the pods are in running state.
