New Group Created But No Visible To User (Doc ID 2775681.1)

Symptoms

When users have created new group under division but the newly created group is not visible. While accessing newly created group system is throwing an error message :

Due to your security group association, you don't have access.

Steps to reproduce :

1. Setup user access to a division.
2. Confirm that user has access to that division/groups and departments.
3. Create new group under that division.
4. Search the group in Hierarchy screen.
5. Notice the error.
