Weblogic Deployment Fails For OFSAA 8.1.1 SSO SAML With 'java.lang.ClassNotFoundException: org.opensaml.saml2.core.impl.ActionBuilder' (Doc ID 2776524.1)

On OFSAA 8.1.1, in an environment with Weblogic, after enabling SAML SSO, you get the following error in the nohup.out deploying Weblogic:

org.opensaml.core.config.InitializationException: Problem loading configuration resource
        at org.opensaml.core.xml.config.AbstractXMLObjectProviderInitializer.init(
        at com.ofs.aai.sms.util.SAMLUtil.(
        at jsp_servlet.__login._jspService(
        at weblogic.servlet.jsp.JspBase.service(
        at weblogic.servlet.internal.StubSecurityHelper$
        at weblogic.servlet.internal.StubSecurityHelper$
        at weblogic.servlet.internal.StubSecurityHelper.invokeServlet(
Caused by: org.opensaml.core.xml.config.XMLConfigurationException: Cannot create instance of org.opensaml.saml2.core.impl.ActionBuilder
       at org.opensaml.core.xml.config.XMLConfigurator.createClassInstance(
       at org.opensaml.core.xml.config.XMLConfigurator.initializeObjectProviders(
Caused by: java.lang.ClassNotFoundException: org.opensaml.saml2.core.impl.ActionBuilder
       at weblogic.utils.classloaders.GenericClassLoader.findLocalClass(
       at weblogic.utils.classloaders.GenericClassLoader.findClass(
       at weblogic.utils.classloaders.ChangeAwareClassLoader.findClass(

As a result of this error, you cannot deploy Weblogic for the OFSAA environment with SAML SSO enabled.
