FTP Incorrect Transfer Rates Generated Using Straight Term Method for Fixed Rate Products

Symptoms
On FTP 8.0.2 there appear to be incorrect transfer rates generated in table fsi_d_loan_contracts when running the ftp process with straight term pricing methods for as_of_date = '28-FEB-2021' and '31-MAR-2021'. Other products like overdrafts are getting expected rates.
The incorrect transfer_rates generated are extremely high, 18+ while they are expected to be in the 2-5% range.
The issue can be reproduced at will with the following steps:
