Symptoms

ACTUAL BEHAVIOR
---------------
When a completed order is opened with the user whose has privileges to just view the order, save button is visible in view task work group role

EXPECTED BEHAVIOR
-----------------------
Save Button should not be visible for the user who have privileges to only query the order

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a role and assign it to query task of the order
2. Assign an user to this role in OSM WEBUI
3. Sign in with this user and you see the SAVE button in the Task UI which is not expected
