On : 12.2.9 version, Data Collections

ACTUAL BEHAVIOR
---------------
When Advanced Supply Chain Planning is running for the first time and the Refresh Collection Snapshots attempts to create the database objects needed for the Planning Data Collections, it is dropping the synonyms for the following 2 tables and recreating the synonyms. This is an EBR violation.

For the SYNONYMs above, we can see that they have a recent CREATED date.

EXPECTED BEHAVIOR
----------------------
They synonyms should not be getting dropped and recreated.
