Tie Points Displaying High Pickup Amps For Feeder Breaker When Open (Doc ID 2777219.1)

Symptoms

On : 2.4.0.1.0 version, NMS Infrastructure

Tie Points displaying high pickup amps for feeder breaker when open, found the pick up amps for feeder breaker is displaying high when the breaker is open while down stream network is feeding from other feeder, also the limiting device display blank, this is because of bus-bars with in sub.

Steps to Reproduce:

1. Open a study session
2. Close any tie switch on line to make a parallel
3. Break parallel by opening feeder head breaker -- a SCADA Rack Breaker
4. Open FLM and open Feeder details for the feeder
5. Observe Tie Points data, it lists Feeder breaker and display with high amps.

also verified in DB FLM_FDR_TIE_POINTS table, it shows amps are very high.

Tried closing breaker and executed power flow on look ahead the amps on look ahead shows fine.
