"Migration Failed Because of Fatal Error" Error Running Offline Object Migration from Command Line (Doc ID 2777932.1)

On OFSAA 8.0.5, when migrating a Post Load Change (Stored Procedure) using the command line utility the below error is encountered.

Failed Migrating Object..[id:plc_irc_shif ,name:plc_irc_shif ,type:121,Source Folder:,Target Folder:OFSFTP]
