Join mismatch in function to populate cs alerts in CS (Doc ID 2778136.1)

Goal

To correct the mismatch of join in function to populate CS Alerts in CS 

While trrying to join the CS_MATCHES_HIST.CUST_ID on the EXTERNAL_ENTITY.EXTRL_NTITY_ID. However, CS_MATCHES_HIST.CUST_ID contains what is the external_entity_extrl_ntity_seq_id, not the external_entity_extrl_ntity_id.

Incorrect join used in function as below : 

FROM CS_MATCHES_HIST
INNER JOIN EXTERNAL_ENTITY ON CS_MATCHES_HIST.CUST_ID = to_char(EXTERNAL_ENTITY.EXTRL_NTITY_ID)
INNER JOIN PARTY_PARTY_RLSHP ON EXTERNAL_ENTITY.EXTRL_NTITY_ID = PARTY_PARTY_RLSHP.RLTD_PARTY_ID
WHERE CS_MATCHES_HIST.FIC_MIS_DATE =v_date
and CS_MATCHES_HIST.CUST_TYPE='EXTERNAL_ENTITY'
