5.6.1 RateManager- Not Able To Package Program In Release (Doc ID 2778594.1)

Symptoms

In version 5.6.1 version of RateManager when attempting to package some program versions in Release.
IBFA Error log has error message saying "Unable to a create package for a locked program". The program version is not locked. We are able to package same program version in Program Explorer, but not able to package in Release.
