System Not Allowing User To Update Price Assignment If Approval Is Pending For Another PA Of Same PL (Doc ID 2778947.1)

On RMB v2., System not allowing user to update Price assignment if approval is pending for another Price Assignment of same PriceList.

System is not allowing user to edit price assignment under a pricelist if approval for any other price assignment of same pricelist which is initiated by any other user is Pending.
In the environment, there is a single Pricelist maintained at Division level. But Price Assignments for different Price items under this Pricelist are maintained by different Users. So at the same time, different users may be working on different price assignments of this Pricelist. But due to above issue, if Price assignment approval initiated by one user is Pending then another user is not able to work on any other price assignment.

System should allow different users to work on different Price assignments under the same Price list.
Pending approval of one Price assignment initiated by one user should not be blocking another user from working on any other price assignment

The issue can be reproduced at will with the following steps:
1. Approval workflow for Price Assignment - ON
2. Search an existing Pricelist having different price assignments
3. Login with User 1 -> Choose one price assignment and edit some details and click 'Submit'
Result : System generates Approval transaction ID
4. Keep this Approval transaction as it is i.e. Pending for approval
5. Now Login with User 2 -> Choose any other Price assignment of the same pricelist and try to edit details
Result: System throws error saying 'Another PRice assignment' created by is pending for this Object'

The issue has the following business impact:
Issue is impacting highly the current Business needs.
