What is the best practice recommendation for AESCryptKey & EncryptC process?

Is it an OFSAA recommended best practice to rotate the AESCryptKey and running the EncryptC process on 90 day schedule in a Production environment?
Is the EncryptC process intended to be used to rotate the encryption key in Production on a regular basis? Does rotating the encryption key on a regular basis make sense as a best practice?
