PaletteConfig ConfigureService Returning Empty Response (Doc ID 2779698.1)

On : 11.3.0.5 version, Installation, migration, patch

ACTUAL BEHAVIOR
---------------
Following the deployment of the PaletteConfig (v11.3.0.4/v11.3.0.5) on WebSphere 9.0.5.3 in a container in a Kubernetes pod.
Using the 11.3.0.4 and 11.3.0.5 PaletteConfig web application versions, attempting to the connect to the application with OIRP is not working, and attempting to access URL http://://ConfigureService?WSDL is returning an empty response (example URL is http://palette-upg-life-pas.k8s-test-edco.opr.test.org/upg-config-caas/ConfigureService?WSDL)



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use OIRP application version 11.3.0.4 or 11.3.0.5 to try to connect to the appropriate PaletteConfig app.
2. Verify the connection fails with "WebService Connection Failed. Please check your Configuration Server Host and Port."


PaletteConfig
1. Log into the PaletteConfig application with the admin user.
2. Try to access the ConfigureService WSDL with URL http://://ConfigureService?WSDL/.
3. Verify empty response.
