Quality 'M' doesn't display when performing manual operation on SCADA device

When operating a SCADA device in NMS, Web workspace does not show the 'M' quality code indicator in neither the Viewer nor in SCADA Summary Quality column.

SCADA devices should display M when manually operated.

The issue can be reproduced at will on an OPAL demo model with the following steps:
1. Start with an NMS instance that has SCADA measurements.
2. If EMService is running - stop it.
3. Login with a full Java client.
4. Find a switch with SCADA topology (BR2412 on OPAL - for example).
5. Make sure BR2412 is currently closed
6. Open BR2412 (select the "Manual Override" option)
7. Validate:
   + BR2412 opens
+ BR2412 shows a quality of "IM" in ScadaSummary
8. Send in an update (from "SCADA" to close the switch - something like:
BR2412_close.csv (must end in *.csv to process correctly) - content below:

   cp BR2412_close.csv $NMS_SCADA_SCAN_FILE_DIR

RTAdapter (in file mode) should process BR2412_close.csv file.

9. Notice that no real-time changes are observed (since the device is both ma
nually overridden and inhibited.

10. Cancel the manual override (via right-click on ScadaSummary)

11. Status does not change (still inhibited)

12. Cancel inhibit (via right click on ScadaSummary)

13. Verify Inhibit quality is removed AND device changes to "closed" - since
the last reported value (from "SCADA") was closed.

14. Repeat above scenario for one other digital (not Topology Status).

15. Repeat above for analog value

16. Send in "bogus" NMS internal quality with "valid" NMS external quality

This is the OUT_OF_RANGE ("R") NMS internal quality AND the "X" NMS external

NMS should process the "X" and ignore the "R".

System was recently upgraded from NMS to NMS
