Quality 'M' doesn't display when performing manual operation on SCADA device
When operating a SCADA device in NMS, Web workspace does not show the 'M' quality code indicator in neither the Viewer nor in SCADA Summary Quality column.
SCADA devices should display M when manually operated.
The issue can be reproduced at will on an OPAL demo model with the following steps: 1. Start with an NMS instance that has SCADA measurements. 2. If EMService is running - stop it. 3. Login with a full Java client. 4. Find a switch with SCADA topology (BR2412 on OPAL - for example). 5. Make sure BR2412 is currently closed 6. Open BR2412 (select the "Manual Override" option) 7. Validate: + BR2412 opens + BR2412 shows a quality of "IM" in ScadaSummary 8.
