ccsExpiryMessageGenerator Cannot Connect to Remote DB (Doc ID 2779995.1)

Symptoms

ccsExpiryMessageGenerator generates a list of wallets or balances which will expire shortly. The list of subscribers is generated on the VWSs (by connecting to VWS Database) and transfered to the SMS, where they are actioned by ccsExpiryMessageLoader.

On all versions of Oracle Communications Network Charging and Control (OCNC or NCC) it was observed that ccsExpiryMessageGenerator is not able to connect to a remote Database (DB) - for a local DB everything is fine.

The error message in the log file is like this:
Apr 27 02:54:05.932382 cmnError(15696) ERROR: Cannot connect to Oracle; Error number:-1

After some attempts to reproduce on a local environment, it appears related to the remote DB. If there is a remote DB then the connection does not function - it seems to use the "old" style of expecting an "oracleUsername" and "oraclePassword"

This will work for a local DB (where SID variable is set), but will fail for remote Database.
