Pipeline Erroneously Reject TAP-IN File With FATAL Error (Doc ID 2780644.1)

Symptoms

While processing a Transferred Account Procedures (TAP)-IN file and it is getting rejected with FATAL error. It seems that TAP_312_Validation script adds the offset instead of subtracts it. All these dates are in local timestamp and offset is provided in order to be converted to GMT. If these dates are converted to GMT then the file will not be rejected

Is it the case that TAP3.12 validation script does not take into account the Offset?
