Monthly Realtime Partition Creation for Previous Month (Doc ID 2781608.1)

Goal

On : 7.5.0.20.0 version, Purging

An user missed to create monthly partition for last four months from Feb 2021.

The user has tried stopping Billing and Revenue Management (BRM) processes and used -f for monthly partition creation with back date (-s 03012021), but it is still not working:

partition_utils -o add -f -t realtime -s 03012021 -u month -q 1 -c /event -p
Limit = 90 days
ERROR(10017) The start date given must be more than tomorrow and less than
the limit referenced above.
ERROR - partition add process failed for class event
 

Do BRM processes really need to be stopped when executing partition_utils with -f option? What is the risk involved? Whether it is only read write errors during runtime or any data corruption?
After creating the partition through -f, this will move all the data from partition_last to new partition created, correct?
How long is the approx. time to be expected to arrange outage time accordingly?
For worst case scenario of any issues, what will be the backout plan?
