Three phase loads are showing different values in per phase rows and getting scaled based on Per phase Scale factors from SCADA

For load points on the feeders where load is zero with no customers, to accurately represent these load points, we
are populating the default 0 load profiles on these to show no load in the device details for these distribution transformers. We have seen issues with SCADA scaling on these feeders where we try to scale the loads on these and the Scale factor may turn infinity due to division by zero. System should detect them in PFService and shouldn't try to scale these loads during Real time power flow solves.
