In SAML 2.0 SSO Configured Instance, After Login, Gets 'Service Unavailable'

After configuring SSO (single sign-on) with a SAML 2.0 Identity Provider (i.e IDCS, Okta) for Agile PLM, unable to log into Web Client with below error:
Apache web proxy is configured to connect to Web Client
The issue can be reproduced at will with the following steps:
- Access to Web Client URL
- It shows SSO login screen
- Give Username and password
- URL redirects to ../saml2/sp/acs/post, but the page shows
The information you submitted is not protected
- Then the page shows:
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later
