DB Persistence - Order Flow During The DB Switchover Is Creating Customer In BRM Transaction

Symptoms
In Active Active architecture, there are 2 databases (DB) each site. One DB is the primary and second DB is the standby connected by data guard.
The customer run the script to send request to both site1 and site2 to create subscribers.
During this time, the customer has performed the DB switchover.
During the DB switchover, a short DB disconnection will happen and during this time, account creation will fail which as expected.
But this is creating some subscribers in BRM transaction locks which is not expected.
