On : 5.6.0.0.0 version, RateManager

ACTUAL BEHAVIOR
---------------
RM takes much more time to rate common cases in a specific program.

RM takes much more time to rate common cases in a specific program.
In 5.4 that exact same case takes less than 5 seconds.
In 5.6 it takes around 7 minutes.

EXPECTED BEHAVIOR
-----------------------
Processing time should not vary so greatly between versions.


BUSINESS IMPACT
