Item Discount Does Not Get Applied when Exclusion Condition Contains Too Many Products (Doc ID 2783053.1)

Symptoms

Item discount promotion does not get applied if the promotion condition has an exclusion with too many products / SKUs. The number of products / SKUs that may trigger this issue may vary depending on number of other conditions in the promotion. In one scenario this issue occurs when the number of excluded products reaches 26 or more. 

Reproducible steps:

1. Create an item discount that all products are qualified except for, what we are determining to be, Too Many products excluded (No exact number but testing will yield results you can work with and determine the appropriate threshold).

2. Create another item discount that all products are qualified except for those excluded products.

3. Publish the promotion.

4. Go to storefront and add some items to cart that are qualified for above item discount.

5. Apply the first promotion. Notice no discount is not applied.

6. Apply the second promotion. Notice the discount is applied.
