Getting Error "ORA-01031: insufficient privileges" - Unable To Save View Areas in a Migrated 2.5 Environment (Doc ID 2783229.1)

Symptoms

On : 2.5.0.0.0 version, Installation

We found that we cannot save view areas in our migrated 2.5 environment.

Ran into an issue when testing web switching on a migration 2.5.0 system.  It looks like it is related to the view_area table.
