High CPU Thread Utilization when Connecting to an ASP over HTTPS and a Certificate Error Occurs (Doc ID 2783993.1)

Symptoms

On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C), there is an issue with Data Access Pack (DAP or dapIF) using close to 100% of a Central Processing Unit (CPU) thread when it tries to connect to an Application Service Provider (ASP) over Hypertext Transfer Protocol Secure (HTTPS) and there is an error with the certificate.
