DB Persistence Offline Usage Is Causing Duplicate Rated Events (Doc ID 2784328.1)

While passing offline usages of say about 10 Call Detail Records (CDR). As per Oracle Communications Offline Mediation Controller (OCOMC) logs, 10 usage requests are submitted.
After rating, observed that there are lot of duplicate rated events. In the above case , could see 35 rated events for the 10 usage requests submitted.
This issue is not happening every time. When the cluster is restarted, it works fine but after some point of time with repeated test, started facing this issue.
