Partition Utility Enhancement Request to be Used with Parallel Mechanism

Goal
The user had missed running pin_partition utility, hence there is data in partition_last. Now the user is seeing bad performance while running partition to create future partitions on EVENT_T, especially when create the 65th day partition. The workarounds from the following notes had been suggested:

BRM Slowness After Partition_utils for Future Partition (Doc ID 2702632.1)
However, the user has found that partition utility performance is significantly improved with parallel mechanism and is asking for existing partition procedure to be enhanced to apply parallelism with split partition command .
For this, they would need a new user input parameter to be added to pass parallel degree value to the script.
This new input parallel degree parameter will be used to decide and pass to script based on the production central processing unit (CPU) usage available.
