Docupresentment 12.6.4 Error While Proofing Or Publishing Optional Paragraph Form Sections

Symptoms
During our upgrade to 12.6.4, we have noticed a specific scenario that causes an error in IDS when we attempt to publish specific forms. Forms that have optional paragraph selection objects that are selected will not publish or proof using Docupresentment. We believe the error is happening on the request type publish, or on doGetFolder before publishing.
When we try to publish, the attached error occurs on the Docupresentment server, and the SOAP response back to our web service does not complete nor provide a published document.
We confirmed this error is not happening on our previous version, 12.2.1
