Symptoms

ACTUAL BEHAVIOR
---------------
Planned repair orders not releasing to the transactional instance in SPP

There have been cases reported where a release of a repair order (Both Planned Internal Repair Order as well as Planned External Repair Order) does not create an IR/ISO or a PR in the transactional instance.

EXPECTED BEHAVIOR
-----------------------
All items can be released from the SPP Workbench without issue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigation: Advanced Supply Chain Planner > Supply Chain Plan > Workbench
2. Try and release an Planned External Repair Order
