Symptoms
When attempting to solve PS model, the following error occurs "Solve Failed - Insufficient resource capacity on resource xxxxx".
Steps to replicate:
1. Open and solve PS model in build C689
2. Observe it ends in a hard error - Solve failed
3. Logs have the following error message "Insufficient resource capacity - resource xxxxx"
