Integration Issue Between IPSA-OSM For Sending Response Through Queue (Doc ID 2786116.1)

Symptoms

1. We have created a Store And Forward queue (SAF) in IPSA and need to understand how it will communicate with the "IPSA.WebServiceResponseQueue".

2. We are getting an exception while pushing messages to the "IPSA.WebServiceResponseQueue".  See the log sample below.

<May 4, 2021 1:07:46,592 PM AST> <Error> <com.oracle.cgbu.ipsa.osmipsa.common.EventPublisherImpl> <BEA-000000> <Cannot publish event: Access denied to resource: type=<jms>, application=ipsa_jms_module, destinationType=queue, resource=IPSA.WebServiceResponseQueue, action=send>

Previously it had been working, we then redeployed the IPSA webservice, restarted IPSA, and the WebLogic servers.  At this point the errors still persisted, and is preventing orders from being executed.
