Unable To Remove Pricing Rules After Account Has Been Billed (Doc ID 2786513.1)

Unable to remove pricing rules after account has been billed.

Use cases:
1. Stop Loss Cancellation - On 4/15/21 the client asks that effective 1/1/21 the Stop Loss get removed from the account as they have renegotiated. This includes the ISL, ASL, ASL Limit, and Premiums.
2. Enrollment Cancellation - On 2/15/21 the client asks that effective 1/1/21 an Admin fee gets removed as they no longer need the service.
3. Rate Structure Change - On 3/15/21 the client asks for a restructure of pricing rules effective 1/1/21 – this could be a parent level pricing rule goes to price grouping or a price grouping rule goes account level

Workaround - Deaggregate and have the start date equal end date which means the client will still get billed for 1 day.
