Users with the "Export Project Data" Privilege Are Unable to Export Projects in P6 Professional (Doc ID 2786663.1)

Users with the "Export Project Data" privilege attempt to export open projects to any format, the following error occurs:

There are no open projects available to export or user does not have export project data privilege. Please open a project before proceeding.

The issue can be reproduced at will with the following steps:
1. Login to P6 Professional as a user with "Export Project Data" privilege.
2. Open a project.
3. Attempt to export the project.
4. Observe reported error.
