createEventForNoCustomers rule does not work completely correct
If you open a device that deenergizes a supply node with no customers, then a non outage gets created, but if you deenergize a section of network that does not affect supply nodes, then it does not create a non outage.
Have rule_value_1 set to always, and rule_value_2 set to 0.
