UIM Cartridge Deployment Updating old Version of Custom Library than Creating new Version (Doc ID 2786947.1)

Symptoms

When deploying cartridges with java code, sometimes UIM is updating old version of uim_custom_lib.ear than creating a new version.
Due to it custom code changes doesn't come in to effect.

Expectation is that a new version of the uim_custom_lib is always created upon deploying cartridge/s with java code.
