On Cassandra, The Deliver Command Does Not Log To The Transaction Log (Doc ID 2787056.1)

Symptoms

When using the Cassandra store, the "deliver" command does not log to the transaction log.

It should log the "<ma" and "<is" entries when the message is appended and indexed by Elasticsearch.
