Main Screen in Energy Information Platform 1.6.1.23 version Will not Fully Load

Goal
On : 1.6.1.23 version
On version 1.6.1.23, from an Remote Desktop connection to the server, the application can be accessed on localhost and the full server url and in both cases the main screen displays correctly ("Main Clips" is displayed in the main window).
The same browser version and same user logins coming from other workstations can successfully connect, but on this new server what we see instead is a spinning wheel in the center. The menu items on the left are displayed but nothing happens when clicking on them. These same workstations can connect to older versions without a problem.
