In ECM screen, the take action pop up window doesn't load as expected. This issue happens very random.

Steps:

In Case summary page, Click Take action link on the top menu.

Issue: Take action pop up window does not load as usual.

Expected behavior: Take a action pop up should be shown like attachment.
