Price Range Overlap Error When Users Try To Override Pricing In ORMB 2.9 (Doc ID 2788186.1)

Symptoms

On RMB v2.9.0.0.0, Price range overlap error when user tries to override pricing for certain charge codes in ORMB v2.9.0.0.0.

The business process is to generate pending bill, review the same, update the pricing if it is not correct and request for new prelim (which will delete the pending bills and bill segments and generate after  considering the new pricing). But it is failing for certain charge codes while other charge codes are working just fine. Current work around is just to delete the bill and do the change in pricing. But this will not work when the pricing is assigned at customer level or at price list level which will be attached within number of bills and bill segments.

Test Case 1:
1) Create effective pricing on an account (lets say starting from month of January).
2) Generate a bill with frozen state for a month (lets say for month of Feb) and later on another bill with freezable state for next month (for month of March).
3) Go to C1_PRICING Feature Configuration and set value for skip bill segment date as true.
4) Now try to edit effective pricing and change the rate value.

The old price assignment ends with end date of freezable/pending bill (ie March 31st). We expect the old price assignment to take end date of frozen/complete bill (Feb 28) and pricing rate to change even if there is freezable/pending bill for that month and also create a new price assignment with the new rate value starting from March.

Test Case 2:
1) Create a similar setup as above effective pricing on an account (lets say starting from month of January).
2) Generate a bill with frozen state for a month (lets say for month of Feb) and later on another bill with freezable state for next month (for month of March).
3) Go to C1_PRICING Feature Configuration and set value for skip bill segment date as true.
4) Now try to override effective pricing and change the rate value.
5) It should give an error stating to use start date after the frozen/complete bill end date (1st March onwards).

It gives error for overlapping billing date, and does not allow to keep start date of price assignment in range of pending/freezable bill segment. We expect it to allow to keep start date of price assignment in range of ending/freezable bill segment.
