Project Arbiter Fails to Run Daily at 3AM (Doc ID 2788225.1)

Symptoms

After enabling publication with email notification enabled using a Microsoft SQL Server database, the arbiter fails with the following error at 3AM daily.

STEPS

The issue can be reproduced at will with the following steps:
1. Login to P6 Web Go to Administration/Application Settings/Services. Set the settings for Project Publication.
    a. Enable publish Projects = true with publish every 1 minute.
    b. Enable Notification Email = true.
2. Wait 24 hours, the error will occur at 3:00 AM.
