After Change Plan Multiple SNR Are Triggering With Different Labels (Doc ID 2789551.1)

Goal

On : 12.0.0.3.0 version, Diameter Gateway

Account having plan A active is changing the plan to Plan B.

When above change is happening, there are 4 notifications generated for the new plan, as following:

Expectation is to have only one notification sent when this change is happening, which will contain information for both resources impacted by the new plan (5010001 and 5020001).

Is this a bug or it's as per design? Is it possible to aggregate notifications so we have one  Spending-Status-Notification-Request (SNR) sent for both resources?
