Symptoms

When attempting to open OraclePrimaveraAnalytics.rpd in Offline mode,  the following error occurs.

ERROR

[nQSError:23006] The session variable, NQ_SESSION.USER, has no value definition.



STEPS

The issue can be reproduced at will with the following steps:
1. Launch BI Administration Tool.
2. Open the OraclePrimaveraAnalytics.rpd in offline mode.
3. View data from a DBO object. Above error pops up.
