Inactive Users Not Displayed in Dynamic List Even with "Include Inactive List Values" Set to "Yes" In the User Profile (Doc ID 2790734.1)

Symptoms

Actual Behavior


Inactive users do not appear in the dynamic list attribute values even with Preferences "Include Inactive  List Values" set  to "Yes" in the user profile.


Expected Behavior

Inactive user should appear in the value field of the dynamic list when "Include Inactive List Values" is set to "Yes"

Steps

The issue can be reproduced at will with the following steps:
1. Log into Web client and Go to User Profile.
2. Include "Inactive List Values" to "Yes" under Preferences.
3. Open A Part having Dynamic List attribute and criteria - "All Inactive Users".
4. Edit the Part.
5. When display type is List , the attribute value is Empty
and with type Search,  it does not display any inactive user.
