Terminate Request is not Rating in ECE on Enabling NonLinearRating (Doc ID 2791035.1)

ACTUAL BEHAVIOR

For terminate request rating is not happening after enabling "nonLinearRatingEnabled: in the Elastic Charging Engine(ECE). Followings are the observation and steps followed .


STEPS

Steps to reproduce the issue
1) Enable nonLinearRatingEnabled and nonLinearEnabled (telcogprs) from jconsole.
2) Created the account. we have 20GB((Giga Byte) Free_Data_Usage bucket
3) Send a GY terminate request with Used Service Unit(USU) of 10 GB.
4) The Request is SUCCESS and there is not balance deduction in Both ECE and BRM. But still the Event got loaded.

Below is some Observation
After Enabling NonLinear, if we pass initiate, update and Terminate at the Same time -> The rating is not working
After Enabling NonLinear, if we pass initiate, update and Terminate at the Different time -> The rating working and Balance got deducted both ECE and BRM
After Enabling NonLinear, if we pass only Terminate -> The rating is not working , balance are not getting deducted but still Event is loaded . Still No Sub bal_impacts

EXPECTED BEHAVIOR

After enabling NonLinear, if customer pass only Terminate, the rating should happen, balance should be deducted and sub bal_impacts should create.
