Symptoms

On : 2.4.0.1.11 version, NMS Infrastructure

The quality codes cached by DDService do not always match the quality code stored in the measurement tables.

As an example, for the"U"nmapped and "I"nhibited quality, this is introduced when the point is first configured by placing this quality in the SCADA_MEASUREMENTS_ST table. What is being seen in the  DIGITAL_MEASUREMENTS (the particular scada point being reviewed is a topology status) is that the entry in the SCADA_MEASUREMENTS_ST does not match the quality in DIGITAL_MEASUREMENTS and does not match what is  in memory for DDService

Example:

Deleted 2 topology points from digital_measurements (no records in analog_measurements),  deleted them from scada side as well.  Ran the postbuild to kickoff the recloser load script and the updateDDS command etc.

scada_measurements_st is
H_CLS H_IDX PARTITION ATTRIBUTE TTL RTI_ALIAS RTI_ALIAS_A RTI_ALIAS_B RTI_ALIAS_C SCADA_ID QUALITY VALUE ACTIVE
318 485521811 1346 0 1 5811085 5811085^^A 5811085^^B 5811085^^C 200 0 Y

Then in digital_measurements we have
H_CLS H_IDX PARTITION ATTRIBUTE TTL RTI_ALIAS RTI_ALIAS_A RTI_ALIAS_B RTI_ALIAS_C SCADA_ID QUALITY ACTIVE SOURCE COMMENTS OFF_NOMINAL_TIME SCADA_TIME SYSTEM_TIME
318 485521811 1346 0 1 5811085 5811085^^A 5811085^^B 5811085^^C 200 16 Y OSI_RECLOSER 6/30/2021 12:06 6/30/2021 11:30 6/30/2021 12:06

Dumping DDservice memory cache for digitals

Action any.DDService dump digitals

we see this in the DDService log

MeasurementSet::objPrint - dig
 handle      =318.485521811.0
 dev_alias   =rec_scada_ground_oh_5811085_op

In suimmary

digital_measurements_st shows a quality value 0

digital_measurements shows quality value 16

DDService shows quality value 0x40010  which is not 16
