Quality Codes Cached by DDService Do Not Match the Codes in the Measurements Tables

The quality codes cached by DDService do not always match the quality code stored in the measurement tables.
As an example, for the"U"nmapped and "I"nhibited quality, this is introduced when the point is first configured by placing this quality in the SCADA_MEASUREMENTS_ST table. What is being seen in the DIGITAL_MEASUREMENTS (the particular scada point being reviewed is a topology status) is that the entry in the SCADA_MEASUREMENTS_ST does not match the quality in DIGITAL_MEASUREMENTS and does not match what is in memory for DDService
Deleted 2 topology points from digital_measurements (no records in analog_measurements), deleted them from scada side as well. Ran the postbuild to kickoff the recloser load script and the updateDDS command etc.
