UIM SNO CTA Giving 'Config Item Not Found For Difference' In CTA Response For Add+delete Of CFS (Doc ID 2791979.1)

Symptoms

SNO CTA CalculateTechnicalActionsRequest is giving error for a scenario where we are doing an equipment swap for a CFS. The scenario involves OSM sending a Disconnect CFS item and an Add CFS item for same subscriber in the same request (single BI). The expected response is two technical actions (one for the provide part of the swap, and one for the cease part of the swap). The scenario is to swap the CPE device for a new one.


The cease part of the swap never produces a technical action, but instead gives the errors shown in the attached CTA response xml.
Here's a sample of the errors:
CTO sanity check failed: deleted item not found in before configuration: Gateway
  Config Item [(28575012)] not found for difference at [/root/after/CPE]
