PERF: STM64 Channelization to VC12 Takes More than 15 Minutes (Doc ID 2792128.1)

Symptoms

Channelizing STM64 facility to VC12 channels takes more than 15 minutes.
Issue can be verified following the steps below:

1. Create 2 Property Location (PL)
2. Create 1 Logical Device (LD) for each PL. LD to be created with STM64 Device Interface (DI) -> 64 VC4 (3 x VC-3) DI
3. Create STM64 connectivity & terminate A & Z endpoints on the STM64 media interface of LD above.
4. Channelize STM64 facility to VC12 & it takes more than 15 minutes.
