OFSAA ALM Batch Is Stuck in Ongoing Status for More Than 24 Hours

Symptoms
OFSAA Batch running ALM process is stuck in "[10107] Ongoing" status for more than 24 Hours.
Other ALM processes are running fine, as expected.
No activity is found on Database side while process is still running.
After enabling "Show All SQL" in ALM Application Preferences -> Debugging Output Level, the log stopped generating any more info at INSERT to RES_DTL_XXXXXX table.
