SRS Rule moveUpIsolatedOutage Does not Move Up Isolated Outage as Expected

move up isolated outage not working as expected
The moveUpIsolatedOutage rule does not seem to be working as expected. The rule indicates that JMService will move up device outages on laterals that only have one device, but it currently will only move up one device. If you have a single transformer below a fuse, and a single service point below that transformer(with services modeled), when you receive a call on that service point that creates a predicted outage on that service point, it will move that predicted outage up to the transformer, but will not move it up to the fuse.
