User Management Rest API From 3rd Party IDM Resets F_SMS_AUTH_ONLY to 'N' (Doc ID 2794681.1)

Symptoms

Your OFSAA 8.1 environment has several users configured with F_SMS_AUTH_ONLY='Y' that are used to run batches.  When you use the 3rd party IDM REST API to change their password, which is required every X number of days, the update is changing F_SMS_AUTH_ONLY to the incorrect value of 'N'.

Since F_SMS_AUTH_ONLY is not included as one of the parameters used by the User Management REST API, the system admin expects the value in F_SMS_AUTH_ONLY will not be changed.
